Following the very successful “HELP – for a life without tobacco” campaign (which ended in 2008) the creative agency that was responsible for the HELP campaign will start a new tobacco control campaign in 2009. EMSA will collaborate with this creative agency to promote public health by educating the people.
HELP – CALL FOR PROPOSALS 2010 Dear HELP friends, I am pleased to confirm that the European Commission agrees to launch a call for proposals for EU projects to be conducted by youth and student organisations within the Help campaign. The main condition of the projects to be conducted is that they should target young people, as they are the core target of the whole Help campaign. They should also promote and enrich Help with its three main pillars: cessation, prevention and passive smoking. In line with the ‘tips’ strategy the projects should invite young Europeans to contribute their own absurd or serious tips in the form of videos or posters to the Help website (not to start smoking, to quit smoking or to protect others from second-hand smoke). All projects need to have an obvious and clear link to the Help campaign by submitting tips (e.g. at sports events or presence of a Help tent at festivals), driving young people to the Help website (www.help-eu.com) and to the Helpers web series (www.helpers-eu.com) or disseminating information around tobacco related issues and Help promotional material. According to the priorities of each organization, participants should feel free to submit any project within this frame. The projects should, however, respect the budgetary envelope which is fixed at € 5000 maximum per project. In principle, one project shall be funded per EU Member State but exceptions might be possible in case of several outstanding proposals. Trans-national projects are strongly encouraged (and, if relevant, may benefit from a higher budgetary envelope). Please note that following dates are fixed and will need to be observed by all participants : Projects must be completed by 30/09/10. Operational and financial reports must be submitted by 15/10/10 (but reports of projects completed by 30/06/10 may be submitted on 01/07/10). Projects approved by the EC will receive a pre-financing (max. 40 % of the total budget). Please also note that staff costs will only be accepted for experts and professionals. The EC exceptionally accepts to settle invoices incl. VAT. A maximum budgetary envelope is fixed at € 5 000 per project. Concerning the administrative side of the project please note that upon approval of the project by the EC, a contract will be signed with the leading project organization (leading submitter).
